On 1 April 2014 the FCA became responsible for the regulation of consumer credit in the UK. From that date any firm (including non-profits) or individual that provides debt counselling to consumers must be authorised by the FCA. 

This link to the FCA Handbook PERG17.7 will help you to determine if your activities constitute debt counselling (individual specific advice about 'a' debt) or if it is just providing information and support.
